    That this House has no confidence in Her Majesty's Government's environment and development policies in the light of its refusal to set an example to other nations by agreeing a timetable for achieving the United Nations development aid target of 0.7 per cent. of gross national product, by its consequent failure to take any significant steps to reverse the growing gulf between the rich minority and poor majority of the citizens of the earth, by its failure in advance of the Earth Summit to endorse the Biological Diversity Convention, by its role in removing mandatory targets for reduction of carbon dioxide emissions from the Earth Summit Climate Change Convention, and by its reluctance to expose its environment and development policies to full debate on the floor of the House in advance of the Rio de Janeiro summit.
