That this House notes with alarm that while legislation on seat-belt wearing for children has significantly increased wearing rates, 20 per cent. of all children are still unrestrained in cars; that VAT now represents a significant proportion of the total cost of a new child's car seat; that this is an additional and unavoidable burden for the safety conscious parent to bear, which is made heavier where more than one such seat is required; believes that the exemption from VAT on sales of crash helmets provides a model for policy concerning VAT on children's car seats; and calls on the Government to correct this anomaly and announce that it will cease levying VAT on children's car seats in the forthcoming Budget speech.

leave out from 'cars' to end and add 'calls on the seat belt manufacturers to promote wearing of fitted belts; to promote the proper fitting and adjustment of appropriate restraints; and notes that the manufacturers have more to do to match the promotion of road casuality reduction by General Accident, Texaco, Courage, Kwikfit, Volvo and others.'.
