That this House, notes that Statutory Instruments Numbers 1520 and 1559 of 1991 were considered by the Sixth Standing Committee on Statutory Instruments on Thursday 21st November, and that at a time when the richest one per cent. of the population has never been richer, the Government is seeking to penalise some of those on the lowest incomes by redefining full-time work from 24 hours to 16 hours per week thereby pushing people off income support; believes this will reduce the incentive for large numbers of lone parents to take up employment, will remove from thousands of people access to income support passported benefits such as full housing benefit, and 80 per cent. community charge rebate and health benefits and will penalise those home owners who currently receive help with mortgage interest repayments at a time when repossessions are rising.
