    That this House, recognising the financial hardship currently faced by small independent retail newsagents, and the important role they play in providing an essential service in small towns and villages and rural communities, calls on Her Majesty's Government to investigate the terms on which the major newspaper groups supply daily papers to the retail trade, abuse their dominant position in the market, and are able to discard long-standing agreements on discount terms, thereby badly affecting the viability of local paper shops.
