That this House believes that a peaceful solution to all the problems of the Middle East is both possible and necessary within the framework of the United Nations Charter and the resolutions of the Security Council; and therefore declines to support the threat or use of military force by the United States of America or Britain.

    at end add 'acting independently from the United Nations; and that if the United Nations is not only to pass its first key test after the Cold War, but to go on to be built into the key international institution in resolving future conflicts, including that in Palestine, it will require disciplined support on the difficult practical issues it must face and not merely rhetorical support which evaporates under the genuinely difficult political pressure of moral choices.'.
