That this House welcomes the increase in disabled students' allowances, and the Government's review of further and higher education, but calls on the Government to take particular account of the needs of deaf students by abolishing means-testing for these benefits, by considering extending the availability of allowances for an additional year, and by increasing the range of courses for which they can be used; and further calls on the Government to provide additional funding for the existing educational institutions providing dedicated courses for the deaf from scarce resources in a very competitive situation and to recognise the need to provide training for further education teachers, lecturers and additional communicators to enable deaf students to participate fully in training and further and higher education and to benefit from the Government's commitment to increase the participation rates for all students in these categories.
