That this House condemns Kent County Council's refusal to appoint 24 posts under section 11 of the Local Government Act 1966 despite approval from the Home Office in November 1990 and despite the fact that Kent County Council would only have to pay 25 per cent of the salaries of those employed; further notes that unless these appointments are made by 1st September these posts will be lost and Kent County Council will have wasted the opportunity of using Government money on behalf of children for whom English is a second language; further urges Kent County Council to reconsider its equal opportunities responsibilities; and welcomes the efforts undertaken on behalf of bilingual children in Kent by the publicity officer of Kent Division, National Union of Teachers, and prospective parliamentary candidate for Sevenoaks, Jeannie Evans.

leave out from 'House'to end and add 'notes that Kent County Council employs 40 teachers and classroom assistants under section 11 of the Local Government Act 1966; congratulates the Government on the approval of a further 24 such appointments; notes that Kent County Council has already taken steps to fill these 24 additional posts by the appointment of 10 teachers and 14 welfare assistants to work with ethnic minority children in Gravesend, Dartford and the Medway Towns, all of which appointments should be taken up by 1st September; and further condemns the interference in Kent of Honourable members who do not represent Kent constituencies and who display consequent ignorance of local circumstances.
