Urgent question on prisoners' right to vote

Parliamentary Secretary for the Cabinet Office, Mark Harper, responded to an urgent question from Sadiq Khan, Shadow Lord Chancellor and Secretary of State for Justice, asking what the Government's plan were for giving prisoners the vote.
