Leader’s Group report: Code of Conduct debate

Members of the House of Lords discussed the Leader's Group report on the House of Lords Code of Conduct on 30 November.

Among its recommendations, the report proposes the establishment of an independent House of Lords Commissioner for Standards to investigate complaints against Members, and a ban on Members accepting payment in return for parliamentary advice or services.

The House of Lords agreed to:

  • remit Part 3 of the report to the Committee for Privileges, with an instruction that it reports a Guide to the Rules on the Conduct of Members of the House of Lords to the House, and
  • adopt the revised Code of Conduct for Members of the House of Lords - to replace the present Code of Conduct - with effect from 1 April 2010.
