House of Lords Bill: second reading

Over 30 Members of the Lords discussed the principles - second reading - of the House of Lords Bill.

The Private Members' Bill details measures to reform the House of Lords, including existing hereditary Peers would no longer be replaced when they die and all recommendations for life peerages would be made by a statutory Appointments Commission.
