Terms of Reference:
The terms of reference for the Empowerment of Children and Young People Inquiry were:

political participation;

citizenship and active communities; and
-
disability, race, cultural diversity and sexual preference.
The Committee met a number of young people and organisations throughout Wales. The following themes emerged and it is these that the Committee further examined.
