Notes for Editors
The draft Regulatory Reform (Agricultural Tenancies) (England and Wales) Order 2006 was laid on 5 July 2006. The purpose of the proposal for the Regulatory Reform (Agricultural Tenancies) (England and Wales) Order 2006 is to amend the Agricultural Holdings Act 1986 and Agricultural Tenancies Act 1995 in order to remove burdens on the landlords and tenants of agricultural land and on persons appointed to arbitrate in disputes between them. The Department considers that the Agricultural Holdings Act 1986 and the Agricultural Tenancies Act 1995 in their present form have the effect of restricting the freedom of tenants to diversify their business into non-agricultural activities and also prevents parties to tenancies of agricultural land from otherwise restructuring holdings to the advantage of tenants, landlords and the protection and enhancement of the environment.
The Regulatory Reform Committee has the task of examining and reporting to the House on every document containing proposals laid before the House under section 6 of the Regulatory Reform Act and every draft order proposed to be made under section 1 of that Act. The Committee also oversees the operation of the regulatory reform procedure.
Since the passage of the Regulatory Reform Act, 28 regulatory reform orders have been made. Copies of all proposals and draft Orders are available on the Cabinet Office website at http://www.cabinet-office.gov.uk/regulation/rra/rro/proposals.asp
