Proposal for the Regulatory Reform (Housing Management Agreements) Order 2003
On 4 November 2002 the Government laid before Parliament the proposal for the Regulatory Reform (Housing Management Agreements) Order 2003 under the procedure laid down by the Regulatory Reform Act 2001. This proposed Order is aimed at lifting the current burden on local authorities concerning the circumstances in which they can delegate their housing management services. The proposed Order would enable authorities to delegate their housing management functions in circumstances where a contractor may further delegate them. The Government claims that such arrangements will better meet the authoritys requirements and provide more effective services to tenants.
In accordance with its Standing Order, the Committee has considered this proposal, and reported formally to the House that the proposal should be amended before a draft order is laid before the House. However, the Committee recommends just one amendment, which concerns the clarity of the drafting of one particular provision of the proposed order.
The Committees full Report on the proposal will be published as its Fifth Report of this Session at 2.00 pm on 24 January. The Report will be available from all Stationery Office outlets (Ref HC 328). It will also be available on the Committees website from 3.30pm on the day of publication.
