3. Draft Report: Strategic Export Controls

Draft Report (Strategic Export Controls: Annual Report for 2004, Quarterly Reports for 2005, Licensing Policy and Parliamentary Scrutiny), proposed by the Chairman, brought up and read.

Ordered, That the Chairman's draft Report be considered concurrently, pursuant to Standing Order No. 137A (1)(c).

Ordered, That the Chairman's draft Report be read a second time, paragraph by paragraph.

Paragraphs 1 to 206 read and agreed to.

The following Annexes to the Report read and agreed:
1. Correspondence between the Quadripartite Committee and the Government
2. Standard Individual Export Licences to Israel issued and refused since 2002
3. The Swedish export control association.

4. Post-legislative scrutiny of the Export Control act 2002

Resolved, That the Committees inquire into the operation of the Export Control Act 2002 and the secondary legislation made under it.

5. Visit

Resolved, To visit the Export Control Organisation at the Department of Trade and Industry.

Several papers were ordered to be appended to the Minutes of Evidence.
