PUBLICATION OF REPORT:

PROCEDURES FOR DEBATES, PRIVATE MEMBERS' BILLS AND THE POWERS OF THE SPEAKER

Procedures for Debates, private Members' bills and the Powers of the Speaker, together with oral and written evidence and the Proceedings of the Committee relating to the Report, will be published as the Fourth Report from the Procedure Committee, Session 2002-03, HC 333, at 11 am on Thursday 27 November.  

There will be no advance copies and no press conference.

Copies of the Report will be placed in the Press Gallery at the time of publication and may be  purchased in The Stationery Office Bookshops or ordered from The Stationery Office by telephone (08457 023474). The Report will also be made available on these pages on the day of publication.

The Committee conducted a wide-ranging inquiry into Procedures for Debates and for private Members' bills and the Powers of the Speaker. Among the subjects which the Committee considered are:

•Lists of speakers in debates (whether they should be published, and conventions about which Members are called and when, including that of calling Members from alternate sides)

•Printing undelivered speeches in the Official Report

•Private Members' Bills: procedures and the time made available for debates on them

•The Speaker's role in the recall of the House

•The rights of opposition and backbenchers in initiating debates.
