The Committee deliberated (declarations of interest).

Members disclosed their interests pursuant to the Resolution of the House of 13 July 1992.

The interests disclosed by Sir Paul Beresford are as follows:

"Remunerated employment, office, profession etc: Self-employed dental surgeon.

8. Land and Property: Private accommodation and surgery, Putney, London SW15."

The interests disclosed by Clive Betts are as follows:

"4. Sponsorship of financial or material support: Sheffield City Council provide me with an office at a reduced charge which contributes towards rent and rates. Staff, furniture, telephone and cleaning costs are paid by myself; heating and lighting is provided by the Council.

6. Overseas visits: 13-16 February 2004, to Saudi Arabia, at the invitation of the Advisory Council of Saudi Arabia, who provided flights, accommodation and meals, and arrangements made by the Council for Arab-British Understanding. ( Registered 20 April 2004)

4-7 April 2004, to Qatar, to attend the Conference on Democracy and Free Trade, with flights, accommodation and meals provided by the Government of Qatar. ( Registered 20 April 2004)

Mr Martin Horwood disclosed that he part-owned a property in Cheltenham.

Resolved, That the Clerk of the Committee be authorised to determine whether or not written submissions should be accepted as evidence to the Committee.-(The Chairman).

Resolved, That the Clerk of the Committee be authorised to give permission to witnesses to make public use of their evidence provided that three days have elapsed since its acceptance b by the Committee.-(The Chairman).

Resolved, That, unless otherwise decided, the Committee meet on Mondays at 4.30 pm and on Tuesdays at 4.30 pm.-(The Chairman).

Resolved, That the Committee do inquire into the Annual Report and Accounts of the Office of the Deputy Prime Minister 2005.-(The Chairman).

Draft Special Report, proposed by the Chairman, brought up and read.

Ordered, That the draft Report be read a second time, paragraph by paragraph.

Paragraphs 1 and 2 read and agreed to.

Appendix read and agreed to.

Resolved, That the Report be the First Special Report of the Committee to the House.

Ordered, That the Chairman do make the Report to the House.

Ordered, That the Government's response to the Fourth Report of the Committee in Session 2004-05 [ODPM Annual Report and Accounts 2004] be appended to the Report. - (The Chairman).
