1. Visit to Parc Prison Bridgend
Resolved, That the Committee visit HMP & YOI Parc, Bridgend in connection with its Towards Effective Sentencing Inquiry.
The Committee considered the petition to the House from James Ryan Strudwick (presented by Mr Philip Dunne) concerning the amendment of Prison Service Order 4400 to include nieces and nephews.
Mr David Howarth declared that his wife was a Magistrate and that he was a Member of the Law Faculty at the University of Cambridge (as was Nicola Padfield).
i) A Structured Sentencing Framework
The Committee heard oral evidence from Nicola Padfield, Faculty of Law, Cambridge University and Sir Igor Judge, President of the Queen’s Bench Division and Head of Criminal Justice.
ii) Consultation Sentencing Guidelines for Magistrates’ Courts
The Committee heard oral evidence from Cindy Barnett, Chairman, Magistrates’ Association; Nicola Stell, Chairman of the Sentencing Policy and Practice Committee, Magistrates’ Association and Tan Ikram, President, London Criminal Courts Solicitors’ Association; Greg Powell, Immediate Past President, London Criminal Courts Solicitors’ Association.
