Resolved, That the special attention of both Houses be drawn to the Tax Credits (Miscellaneous Amendments) (No. 2) Regulations 2008 (S.I. 2008/2169) on the ground that the instrument is defectively drafted and for an unjustified breach of the 21-day rule.

Resolved, That the special attention of both Houses be drawn to the Town and Country Planning (Trees) (Amendment) (England) Regulations 2008 (S.I. 2008/2260) on the ground that the instrument is defectively drafted.

Resolved, That the special attention of both Houses be drawn to the Gas and Electricity Regulated Providers (Redress Scheme) Order 2008 (S.I. 2008/2268) on the ground that the instrument is defectively drafted.

Resolved, That the special attention of both Houses be drawn to the Zoonoses and Animal By-Products (Fees) (England) Regulations 2008  (S.I. 2008/2270) on the ground that the instrument is defectively drafted.

Resolved, That the special attention of both Houses be drawn to the Energy Performance of Buildings (Certificates and Inspections) (England and Wales) (Amendment No.2) Regulations 2008 (S.I. 2008/2363) on the ground that the instrument fails to accord with proper drafting practice.

Ordered, That the written evidence submitted in relation to the instruments be reported to both Houses.

A draft Report is laid before the Committee by the Chairman.

Resolved, That the Report be the Thirty-first Report of the Joint Committee.

Ordered, That the Chairman make the Report to the House of Commons and that the Report be made to the House of Lords.

The Committee further deliberate.

Resolved, That the Committee expedite scrutiny of the Criminal Defence Service (Funding) (Amendment No. 2) Order 2008 (S.I. 2008/2930) in light of the letter from the Parliamentary Under Secretary of State, Ministry of Justice dated 11 November 2008.
