Draft Report [The Meaning of Public Authority under the Human Rights Act], proposed by the Chairman, brought up and read.

Ordered, That the draft Report be read a second time, paragraph by paragraph.

Paragraphs 1 to 151 read and agreed to.

Summary read and agreed to.

Resolved, That the Report be the Ninth Report of the Committee to each House.

Several Papers were ordered to be appended to the Report.

Ordered, That the Chairman make the Report to the House of Commons and that Baroness Stern make the Report to the House of Lords.

The Chairman declared a non-pecuniary interest in that his partner worked for an organisation providing advocacy services for adults with learning difficulties.

Resolved, That the Committee inquire into the human rights of adults with learning difficulties.€”( The Chairman.)
