1. MEANING OF PUBLIC AUTHORITY UNDER THE HUMAN RIGHTS ACT

Resolved, That the Committee inquire into the meaning of "public authority" under the Human Rights Act.€” ( The Chairman.)

2. GOVERNMENT RESPONSE TO UNCAT REPORT

Draft Report [Government Response to the Committee's Nineteenth Report of this Session: The UN Convention Against Torture (UNCAT)], proposed by the Chairman, brought up, read the first and second time, and agreed to.

Resolved, That the Report be the Thirtieth Report of the Committee to each House.

A Papers was ordered to be appended to the Report.

Ordered, That the Chairman make the Report to the House of Commons and Baroness Stern make the Report to the House of Lords.

3. LEGISLATIVE SCRUTINY

Draft Report [Legislative Scrutiny: Final Progress Report], proposed by the Chairman, brought up and read.

Ordered, That the draft Report be read a second time, paragraph by paragraph.

Paragraphs 1.1 to 4.1 read and agreed to.

Summary read and agreed to.

Resolved, That the Report be the Thirty-first Report of the Committee to each House.

Several Papers were ordered to be appended to the Report.

Ordered, That the Chairman make the Report to the House of Commons and Baroness Stern make the Report to the House of Lords.

4. TREATMENT OF ASYLUM SEEKERS

Ordered, That Dr Heaven Crawley, Professor Geoff Gilbert and Sue Willman be appointed Specialist Advisers to assist the Committee in its inquiry into treatment of asylum seekers.€”( The Chairman.)

5. THE CASE FOR THE HUMAN RIGHTS ACT/PRE-LEGISLATIVE SCRUTINY OF HOME OFFICE POLICY PROPOSALS

Draft Report [The Human Rights Act: the DCA and Home Office Reviews], proposed by the Chairman, brought up and read.
