The Third Report from the Joint Committee on Human Rights of Session 2004-05,
Deaths in Custody, will be published on
Tuesday 14 December 2004 at 00.01 am as House of Lords Paper 15-I/House of Commons Paper 137-I.
The Committee's Report considers deaths in prisons, police custody, immigration detention and Mental Health Act detention. The Committee examines this issue in the context of the human rights obligations placed on the state and its authorities, primarily under Article 2 of the European Convention on Human Rights, to take steps to prevent deaths of people in detention and to establish independent and effective investigations into deaths which do occur.
