Prevention of Terrorism Bill: Preliminary Report


The Joint Committee on Human Rights publishes its Ninth Report of Session 2004-05, Prevention of Terrorism Bill: Preliminary Report, on Friday 25 February 2005 at 10 am, as House of Lords Paper 61/House of Commons Paper 389.

The Joint Committee on Human Rights examines every Bill presented to Parliament.  With Government Bills its starting point is the statement made by the Minister under section 19 of the Human Rights Act 1998 in respect of its compliance with Convention rights as defined in that Act.  However, it also has regard to the provisions of other international human rights instruments to which the UK is a signatory.

This Preliminary Report aims to identify the main human rights issues which are raised by the Home Secretary's Statement to the House on 22 February 2005 and the Prevention of Terrorism Bill published on the same day.  The Committee intends to publish a further report, giving more detailed scrutiny on the Bill's provisions, in time to inform debate before the Bill has completed its passage through Parliament.
