The First Report from the Joint Committee on Human Rights of Session 2003-04,
Deaths in Custody: Interim Report, will be published at 10.00 am on
Monday 26 January 2004 as House of Lords Paper 12/House of Commons Paper 134.
The Committee's inquiry is considering deaths in prisons, police detention, immigration detention and detention under the Mental Health Act, as well as other deaths in the custody of the State. The inquiry sets out to consider the problem from a human rights perspective, in particular in terms of the obligation to protect the right to life under Article 2 of the European Convention on Human Rights, incorporated into UK law by the Human Rights Act 1998.
This report does not include any substantive findings or conclusions from the Committee, but makes available the written evidence it has so far received. It is currently hearing oral evidence but would welcome further written evidence until 30 March 2004.
The Report will be available on the internet from approximately 3pm on the day of publication.
