On 15 June 2004 the House of Lords considered a number of significant new Government clauses to the Bill, which had been tabled on 9 June.
The new clauses related to: making "hard-case support" for asylum seekers conditional on performance of community work; establishing a "deemed local connection" with the area to which an asylum seeker had been dispersed for homelessness purposes; the payment of back-dated benefits to refugees; and restrictions on the right to marry of persons subject to immigration control.
The report considers the compatibility of these new provisions with human rights standards.
