Inquiry to start in November


The International Development Committee has agreed that its next major inquiry will be into  Development Assistance in Iraq. The inquiry is expected to start in November.

The emphasis of the inquiry will be on the future role for DFID and its development partners (both NGO and multilateral) in development, reconstruction and meeting humanitarian needs. However, the inquiry will, of necessity, need to draw on DFID's involvement and experience since the start of the occupation.

The inquiry will address the following key areas:

1. The role of DFID in humanitarian and development assistance in Iraq: how DFID has spent its funds and what the spending has achieved; how effective the spending has been; the appropriateness of different funding mechanisms; and the balance of aid distribution between central and local government, and across different regions of Iraq.

2. The role of DFID's partners: including the EC Humanitarian Aid Office (ECHO), the UN, World Bank/IMF, as well as international and local NGOs.

3. Coordination of service provision and policy: DFID's coordination with all partners including FCO, MoD, other donors, NGOs (international and local) as well as local and national Iraqi authorities; humanitarian coordination; competing coordination mechanisms; and whether there has been an adequate policy umbrella for humanitarian and development work.

4. The security environment and humanitarian space: the blurring of military/civilian boundaries and the erosion of neutral humanitarian space; the role of the military and private contractors in humanitarian relief and service provision; and UK commitments to the principles of 'Good Humanitarian Donorship'.

5. The transition from humanitarian relief and basic service provision to reconstruction and development: civil society strengthening; policy work; democratic process and institution building.



Any memorandum of more than six pages should include a summary at the front.
