Publication of Report

Foreign Policy Aspects of the War against Terrorism

The Foreign Affairs Committee has agreed to publish the Foreign Policy Aspects of the War against Terrorism as its Second Report of Session 2002-2003.

It will be published at Noon on Thursday 19th December 2002 as HC Paper 196.

Embargoed copies will be available to the press at Noon on Wednesday 18th December 2002.

A Press Conference has been called to launch the Committee's Report at Noon on Thursday 19th December in the Grimond Room, Portcullis House.

Among other pressing issues, the report considers:

● the state of the al Qaeda network, after more than a year of international efforts to disrupt its operations and its sources of financing;

● the threat from Iraq, including the alleged links between the Iraqi regime and al Qaeda, and the  extent of Iraq's development of Weapons of Mass Destruction;

● the legality of possible military action against Iraq, and the extent of states' right to act in 'pre-emptive self-defence'; and

● the relevance of the conflict between Israelis and Palestinians in taking forward the war against terrorism.
