INQUIRY INTO DEFENCE EQUIPMENT

The Defence Committee is conducting an inquiry into defence equipment and will be taking evidence from General Sir Kevin O'Donoghue, Chief of Defence Materiel, head of Defence Equipment & Support on Tuesday 29 January 2008 at 10.30am. This session will take place at Westminster.

The Defence Committee's inquiry into Defence Equipment is assessing the progress in the Ministry of Defence's procurement and support of defence equipment.

On 1 April 2007 the Defence Procurement Agency (DPA) and the Defence Logistics Organisation (DLO) merged to form Defence Equipment and Support (DE&S). The new organisation has an annual spend of £16 billion, some 43% of the defence budget. The Defence Committee has undertaken annual inquiries examining the performance of the DPA against its key targets and the progress of a selection of defence equipment programmes. For this year's inquiry, the Committee is examining:

  • The performance of the DPA against it key targets for its last year of operation (2006-07);

  • How DE&S is developing.

The Committee is also examining the progress of major equipment projects which it has previously reported on, including the Future Carrier and Future Rapid Effect System (FRES) programmes.

In its Defence Procurement 2006 report, the Committee welcomed an improvement in the DPA's performance, but highlighted continuing problems with some major equipment programmes and identified skill shortages within the MoD as a serious problem.

The Committee would welcome written evidence on the MoD's acquisition of defence equipment. In particular, it would welcome industry's assessment of the performance of DE&S during its first year of operation. The Committee is extending the deadline of submission of written evidence. Written evidence should be sent to the Clerk of the Defence Committee by Friday 18 January 2008.
