MINISTRY OF DEFENCE MAIN ESTIMATES 2006-07
The House of Commons Defence Committee has today published its Ninth Report of Session 2005-06,
Ministry of Defence Main Estimates 2006-07, as House of Commons Paper No. 1366.
This short Report presents the evidence the Committee has obtained from the Ministry of Defence (MoD) as part of its scrutiny of the Main Supply Estimates 2006-07 - by which the Government requests resources from Parliament to meet its expenditure plans for the financial year ahead.
The Committee has identified no issues of sufficient concern to require a debate in the House of Commons before it is asked to agree to the Main Estimates on Monday, but it says “the Government should not take the House’s acquiescence to its spending plans for granted”.
The Committee points out that the MoD’s Main Estimate greatly underestimates the total expected cost of the MoD’s conflict prevention activities as it is does not cover the anticipated costs of operations in Iraq, Afghanistan and the Balkans. (Provision for these will be requested later in the year.) The Committee recommends that the Government reconsider this approach.
The Committee also calls on the MoD to make the information it provides with the Estimates easier to understand.
