New items of scrutiny

Each sitting week the Chairman of the EU Select Committee sends items of scrutiny to the sub-committee for examination.

The Chairman recently sent the following documents to the Home Affairs Sub-Committee for further scrutiny:

  • Joint Proposal for a Council Decision on the arrangements for the implementation by the Union of the Solidarity Clause
  • Proposal for a Directive of the European Parliament and of the Council on the approximation of the laws, regulations and administrative provisions of the Member States concerning the manufacture, presentation and sale of tobacco and related products (Text with EEA relevance). COM(2012) 788
  • Communication from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions on eHealth Action Plan 2012-2020: Innovative healthcare for the 21st century. COM(2012) 736
  • Report from the Commission to the European Parliament and the Council on the implementation of Council Decision 2008/615/JHA of 23 June 2008 on the stepping up of cross-border cooperation, particularly in combating terrorism and cross-border crime (the ‘Prüm Decision’). COM(2012) 732
  • Communication from the Commission to the European Parliament and the Council on strengthening law enforcement cooperation in the EU: The European Information Exchange Model (EIXM). COM(2012) 735

Further information

For every EU proposal deposited in Parliament the Government publish an explanatory memorandum. These memoranda summarise the proposal and outline the Government’s position. They are one of the primary documents the EU committee and its sub-committees use to scrutinise the Government.

In a session of Parliament the Committee can receive around 800-1000 explanatory memoranda. In order to focus the work of the sub-committees the Chairman sifts through the memoranda and clears some from scrutiny and sends others to sub-committees for further scrutiny.
