For every EU proposal deposited in Parliament the Government publish an explanatory memorandum. These memoranda summarise the proposal and outline the Government’s position. They are one of the primary documents the EU committee and its sub-committees use to scrutinise the Government.
In a session of Parliament the Committee can receive around 800-1000 explanatory memoranda. In order to focus the work of the sub-committees the Chairman sifts through the memoranda and clears some from scrutiny and sends others to sub-committees for further scrutiny.
