Draft Cabinet Manual

In December 2010 the Government published a Draft Cabinet Manual “to provide a guide for members of Cabinet, other ministers and Civil Servants”, “to bring greater transparency about the mechanisms of government, and to inform the public whom the Government serves” about “the way in which government operates.”

The document was open to public consultation until 8 March 2011, and the Government stated that they would welcome comments from the relevant committees of Parliament.

The Constitution Committee therefore decided to hear evidence from expert members of the House of Lords (including former Secretaries of State, former Cabinet Secretaries and academic experts) on the aim and constitutional status of the Manual, as well as on some of the specific issues to which the Draft Cabinet Manual refers. The evidence will inform the Committee’s response to the consultation, published as a Committee report.
