In May 2010, the Government announced its intention to replace all existing welfare-to-work programmes with a single scheme, known as the Work Programme, by the summer of 2011.
This inquiry examined the new programme’s payment-by-results model for contractors and the extent to which this might encourage contractors to focus their attention on jobseekers who are most likely to gain employment. The inquiry also examined the impact that the new payment model might have on welfare-to-work contractors, and in particular, voluntary sector organisations.
