A report by the Committee on Carbon Budgets in October 2011 looked at the issue of ‘carbon leakage’ for energy intensive industries, where emissions-related taxation might drive such industries to relocate to countries with lower carbon taxes. The Committee is now examining the rationale and design for the Government’s proposed compensation scheme for those industries.
