The Government publishes a number of Bills each Parliamentary session in draft form before they are introduced in Parliament as formal Bills.
A Draft Bill is published to enable consultation and pre-legislative scrutiny. After consultation and pre-legislative scrutiny has taken place, the Draft Bill may be introduced formally in the House of Commons or the House of Lords.

Draft Investigatory Powers Bill
The Government published a draft bill on the operation and regulation of the investigatory powers used by the police and the intelligence and security agencies on 4 November 2015.
A Joint Select Committee was appointed to consider the Draft Investigatory Powers Bill.
Draft Public Services Ombudsman Bill
The Leader of the House of Commons made a written statement on 28 May 2015 listing the Government's legislative programme for 2015-16. This included a draft Public Services Ombudsman Bill.
Draft Wales Bill
The Wales Office published the Draft Wales Bill on 20 October 2015.
