Since the invasion by Western-led forces in 2001, its relationships with its regional neighbours have been mixed: at times characterised by co-operation, at others by competing national interests.   • Antarctic Bill (HL Bill 76 of 2012-13) Published 28 January 2013 | Library notes LLN 2013/003 Amended 29 January 2013 The Antarctic Bill would implement Annex VI (the ‘Liability Annex’) to the Antarctic Treaty’s Environmental Protocol and sets out measures to reduce risks of environmental emergencies in Antarctica.
