Topic: Asia, Human rights, International politics and government, Terrorism

This note briefly reviews developments in Kashmir over the past 18 months. Since 2010, there has been relative, if fragile calm but a peace deal remains elusive. A panel appointed by the Indian Government has published a report containing recommendations for the way ahead but, perhaps inevitably, has dissatisfied virtually everybody. consulted extensively with Kashmiris and others about possible ways out of the crisis. The 'composite dialogue' between India and Pakistan resumed in early 2011 but has so far made no apparent progress on political issues, including Kashmir.
