In simple terms, a hybrid bill is a public bill which is treated like a private bill for part of its passage through Parliament. This gives individuals and bodies an opportunity to oppose the bill or to seek its amendment before a Select Committee in either or in both Houses. It is usually introduced by the Government. The most well-known hybrid Bills in recent years were those to build the Channel Tunnel and Channel Tunnel Rail Links.
The Crossrail Bill was presented to the House of Commons on Tuesday 22nd February 2005. The Crossrail bill was read for a second time on Tuesday 19 July.

People who objected to how the Crossrail Bill would affect them submitted petitions to the House of Commons in the Summer. The deadline for submitting petitions was the 16th September 2005.
If you have missed the deadline you will have another opportunity to petition against the bill when it reaches the House of Lords at a later stage.
