Robert Neale Menteith Bailey was a clerk in the Committee Office of the House of Commons. He was friends with William Leveson-Gower, a clerk in the House of Lords who also served in the First World War. Bailey was sent to Egypt and Palestine where he died of wounds received in action on 1 December 1917.
The Papers of R.N.M. Bailey chiefly consist of letters between himself and his sister. The photographs of his grave were sent to the family by a hospital in Cairo.
