    Frank Twiss (1910-1994) started his career in the Royal Navy in 1924. During World War II he spent some time aboard HMS Exeter but was captured and spent the three years as a Japanese prisoner of war. In 1965 he became Commander-in-Chief of the Far East Fleet before taking up the role of Second Sea Lord and Chief of Naval Personnel in 1967. Following his retirement he took up the post of Black Rod in 1970 and served until 1978.

    This is Frank Twiss attending the House of Lords on official duty.  He is wearing the Black Rod court dress – black shoes with black buckles, silk stockings, black breeches, and black coat.
