Most primary legislation passed by Parliament originates from bills introduced by the Government.

There are, however, a number of procedures whereby Private Members, MPs with no governmental responsibilities, may initiate bills and ultimately pass legislation. The various procedures available to such MPs are described in this Factsheet.
